API Update: Rules Tariff 490 and 610 Introduction

| 10 October 2026 | Category: General

Dear R+L Carriers API Customer,

The R+L Carriers REST API Rate Quote endpoint has been enhanced to evaluate shipments and apply charges under Rules Tariff Items 490 and 610 when applicable.

For details about these rules and when they apply, please review the R+L Carriers Rules Tariff.

Rate Quote Request Changes

Three new optional fields are available in the Items array:

  • NMFCItemNumber — Specifies the NMFC item number for the item being shipped.
  • NMFCSubNumber — Specifies the NMFC sub number for the item being shipped.
  • DoNotStack — Indicates whether the item cannot be stacked. Set to true for non-stackable items. Defaults to false.

Example Items array:

"Items": [
  {
    "Width": 0,
    "Height": 0,
    "Length": 0,
    "NMFCItemNumber": "string",
    "NMFCSubNumber": "string",
    "DoNotStack": false,
    "Class": "string",
    "Weight": 0
  }
]

Two new optional fields are also available in the main Rate Quote request object:

  • Rule490Disabled — Set to true only if you know your shipment is exempt from Rule 490. This prevents the rule from being applied even if the shipment otherwise qualifies. Defaults to false.
  • Rule610Disabled — Set to true only if you know your shipment is exempt from Rule 610. This prevents the rule from being applied even if the shipment otherwise qualifies. Defaults to false.
"Rule490Disabled": false,
"Rule610Disabled": false

Rate Quote Response Changes

When a shipment qualifies for an applicable rule, the corresponding charge will appear in the response object’s charges array. An example charge entry is shown below; the amount is for illustration only.

{
  "Type": "BGN",
  "Title": "ITEM 490",
  "Weight": "",
  "Rate": "PCQ",
  "Amount": "$80.00"
}

Additional Notes

  • These changes apply only to domestic shipments in the United States and Canada.
  • Dimension validation in the Items array has been updated: if any one dimension is provided, all three dimensions—length, width, and height—are required.

Customer Action

No immediate action is required to adopt the new fields, as they are optional. However, customers currently submitting partial dimensions should update their requests to include all three dimensions.

We encourage customers to include NMFCItemNumber, NMFCSubNumber, and DoNotStack, as applicable, to help ensure the most accurate rates.
